WhatsApp Business API charges per conversation, not per message. Here's how pricing works.
How conversations are billed
A conversation is a 24-hour window of messaging between you and a customer. Within that window, you can send unlimited messages — you're only charged once.

*Service conversations are free in many markets (first 1,000/month).
How it works in practice
- Customer messages you → Service conversation opens (free)
- You reply within 24 hours → Still the same free service conversation
- 24 hours pass, you send a template → New conversation starts (charged based on template category)
Free tier
Every WhatsApp Business Account gets 1,000 free service conversations per month. After that, service conversations are charged at a lower rate.
Who pays?
- If you're a Tech Provider customer — You add your own payment method in Meta Business Suite
- If your provider is a Solution Partner — They handle billing and may include it in your subscription

Q: Am I charged for messages that fail? No. You're only charged for conversations where at least one message is delivered.
